"In the Congo armed militias use rape as a tool of war. Militias are funded by the proceeds from minerals that are mined there. These minerals are used in cell phones, laptop computers and other consumer electronics. Today, in committee we passed a policy that will allow us to consider the use of minerals from the Congo in our purchasing decisions. It passed to the full council by a 3-1 vote. If passed, St. Petersburg will be the first municipality in the U.S. with such a policy."
